Background of the Study
Non-tariff barriers (NTBs) have emerged as pivotal non-price instruments in shaping international trade flows, significantly influencing market dynamics in developing economies. In Nigeria—a nation marked by high import dependency—NTBs such as quotas, import licensing, sanitary and phytosanitary standards, and technical regulations have played an increasingly complex role. These measures, initially designed to protect domestic industries and ensure quality control, now present challenges that affect the volume and efficiency of imported goods (Adeyemi, 2023). Over recent decades, Nigeria’s trade policies have oscillated between market liberalization and protectionism, resulting in a regulatory landscape where NTBs sometimes inadvertently constrain market access. The resultant inefficiencies have manifested in delayed shipments, higher operational costs, and a reduction in import volumes. Scholars argue that while NTBs can secure national interests and public safety, their overuse may undermine competitiveness and distort market equilibrium (Okafor, 2024).

Historical developments in Nigeria’s trade regulations reveal an evolution influenced by global economic trends and domestic policy imperatives. In the wake of globalization, NTBs have been reconfigured to align with international standards, yet the persistent bureaucracy and inconsistent enforcement continue to frustrate importers. Empirical evidence suggests that these barriers, though well-intentioned, have contributed to trade imbalances and reduced consumer welfare. Moreover, emerging research indicates that NTBs affect not only the cost structures of businesses but also the broader economic stability of the nation (Bello, 2025). Against this backdrop, the present study seeks to critically evaluate the impact of NTBs on Nigeria’s import volumes by integrating quantitative analyses with qualitative insights. This approach is intended to highlight the multifaceted nature of NTBs and provide a clear framework for assessing their overall economic implications. Ultimately, the study aspires to inform policy reforms that can harmonize the need for regulation with the imperatives of a competitive global market (Adebayo, 2023).

Statement of the Problem
Despite the theoretical benefits of NTBs in safeguarding domestic interests, Nigeria’s import sector has experienced significant adverse effects due to their proliferation. The current regulatory framework, characterized by fragmented and often arbitrary NTB measures, has led to operational inefficiencies and increased transaction costs. Importers are forced to navigate a maze of administrative procedures that not only delay shipments but also raise the overall cost of imported goods. This scenario is compounded by inconsistent policy enforcement and sudden regulatory shifts, creating an unpredictable trading environment (Adeyemi, 2023). Such uncertainties have diminished investor confidence and impaired the competitiveness of Nigerian businesses in international markets.

Furthermore, the cumulative impact of NTBs has had broader economic repercussions. Rising import costs are often transferred to consumers, leading to inflationary pressures and a decrease in the standard of living. The lack of comprehensive empirical studies on the direct relationship between NTBs and import volumes has left a significant gap in policy analysis. Consequently, stakeholders—including policymakers, trade practitioners, and academic researchers—lack a robust analytical framework to address these challenges (Okafor, 2024). The present study, therefore, aims to fill this void by systematically examining the extent to which NTBs hinder efficient importation. By doing so, it will provide evidence-based recommendations that could help streamline trade processes and reduce unnecessary regulatory burdens. In addressing these issues, the research will also consider global best practices and their applicability to the Nigerian context, thereby offering a balanced perspective on the regulatory trade-offs involved (Bello, 2025).

  • To identify and classify the predominant non-tariff barriers affecting Nigeria’s import volumes.

  • To assess quantitatively the impact of NTBs on import efficiency and cost structures.

  • To propose actionable policy recommendations aimed at mitigating the adverse effects of NTBs.

Research Hypotheses

  • H₁: There is a significant negative relationship between the extent of NTBs and Nigeria’s import volumes.

  • H₂: Increased regulatory complexity due to NTBs directly elevates operational costs for importers.

  • H₃: Streamlined policy interventions can significantly reduce the adverse impact of NTBs on trade performance.

Scope and Limitations of the Study
This study focuses on Nigeria’s import sector over the past decade, emphasizing regulatory practices and their economic repercussions. Data will be sourced from governmental trade records and industry reports. Limitations include potential gaps in historical NTB data and the challenges of isolating NTB effects from other external economic influences.
